A Job Capacity Assessment (JCA) is a comprehensive assessment of a person's ability to work. People are typically referred for an assessment by Centrelink or by Employment Service Providers. The assessment is carried out by skilled, qualified and experienced allied health professionals. The JCA program is funded by the Department of Education, Employment and Workplace Relations and are used to determine:
Key Components The JCA involves identification of a person's barriers to employment and any interventions that may be required to assist them overcome those barriers. Barriers may range from employment related barriers, such as a limited employment history; educational barriers, such as limited formal education; health related barriers such as psychological/psychiatric conditions, physical limitations and chronic pain; socio-cultural barriers such as relationships/family breakdown and social isolation; personal barriers including motivation, confidence, social interaction and financial; legal barriers such as ex-offender history and legal limitations (such as parole or court case pending); and finally, environmental barriers such as limited or no access to transport and homelessness. For those people with a medical condition or disability, the assessment also identifies the person's current and future work capacity in hour bandwidths. Some assessments will also involve a rating of permanent medical conditions against the eligibility criteria for the Disability Support Pension. JCA's also directly refer client's to Australian Government-funded programs, such as Personal Support Program, Vocational Rehabilitation Services, Job Network, Disability Employment Network, that may maximise the person's ability to work. What happens after a Job Capacity Assessment? Once a person’s capacity for work has been assessed, they can be directly referred to an employment or support service that meets their individual needs. Where an income support decision is required, the Job Capacity Assessor will send a report to Centrelink, which is used along with other information to make an income support decision.
