Help your job seekers start their own business

Do you have a job seeker with an idea for self employment?1
If so, the New Enterprise Incentive Scheme (NEIS) can support them with everything they need to know to help get their business up and running.

NEIS provides your candidate with accredited training in small business, business advice and mentoring as well as 52 weeks worth of income support.

And you can also claim a Pathway Payment outcome2 after 13 and 26 weeks – simply for referring your candidate to us!

Simply refer your job seeker to one of our many NEIS Panel Members so that they can assess the business.

What is NEIS?
NEIS is funded by the Department of Education, Employment and Workplace Relations, and is designed to help unemployed job seekers to set up and run their own business.

Who can apply?
To be eligible for NEIS assistance your candidate must:
  • Be registered with Centrelink, and in receipt of income support e.g. Newstart, PPS, Carer, DSP etc. Please note that there is no minimum waiting period to be on payments (you qualify the first day you receive them) and there are over 20 eligible payments.
  • Be at least 18 years of age at the time of signing the NEIS contract.
  • Be available to participate in NEIS training and work full-time in the business (or fewer hours if eligible), and
  • Be available to participate in NEIS training and work at least 20 hours a week in the business in the case of parents with part-time participation requirements.
  • Not be an undischarged bankrupt.
  • Not have received the NEIS Allowance in the last two years, and not have received NEIS Assistance previously for a similar business activity.
  • Agree to hold and maintain a controlling interest in the business during the period you are in receipt of NEIS.

What assistance will the job seeker receive?
Training is available through the Productivity Places Program in Certificate III in Micro-business Operations (BSB30307) and Certificate IV in Small Business Management (BSB40407).  During the course, participants are trained in business management and will also receive assistance to develop a business plan.

The completed plan is assessed by a NEIS panel and if accepted, your candidate will receive a year of NEIS payments – paid fortnightly, and totalling over eleven thousand dollars and paid independent of business income.  They will also be assigned a Business Mentor who provides guidance for the first twelve months of the business operation.

How to refer your candidates to NEIS
Once you’ve identified a potential job seeker who may wish to start NEIS, you can refer them to us in any of the following ways:
  1. Contact your local Mission Australia NEIS office on 1300 00 6347
  2. Complete our online application form at www.neis.com.au or www.employmentsolutions.com.au/neis
  3. Complete the enclosed application form and fax back to your local Mission Australia NEIS office.
Is there anything else I need to do?
Once a NEIS panel member notifies you that your candidate has been accepted into NEIS training, you simply record an approved activity on the job seeker’s Employment Pathway Plan.
