Mission Australia’s submission to the Foundations for Change – Homelessness in NSW discussion paper calls for a new Commonwealth-State housing and homelessness agreement and more social and affordable housing in NSW. It also calls for health and social service agencies to work more closely with specialist homelessness services to prevent and reduce homelessness.
We welcome the City of Sydney’s draft social sustainability policy and look forward to the development of the Action Plan. In particular we support the focus on improved wellbeing, equity of access to opportunity and reducing the gap between rich and poor so everyone thrives. We believe that Affordable Housing should be a priority for the City of Sydney and have focussed our submission on housing and homelessness as well as strengthening communities.
Mission Australia welcomes the NSW Government's commitment to preventing and responding to domestic and family violence. We support perpetrator programs to break the cycle of violence, alongside much needed services for women, children and other family members affected by domestic and family violence.

Mission Australia's submission aims to address some of the propositions included in the case for reform section and highlight some of the significant reform being led by the sector. With regards to the proposed 'building blocks for reform', we have provided our organisational view on the nature of reform needed to address homelessness more generally for consideration.
Mission Australia strongly supports the establishment of Commonwealth legislation that deals with homelessness and is pleased to note the intention of the Homelessness Bill 2012 to preserve the best features of the Supported Accommodation Assistance Act 1994 (Cth), particularly the recognition of the structural causes of homelessness.
