Mission Australia welcomes the opportunity to comment on the draft Western Australian Alcohol and Drug Interagency Strategy 2017-2021 (the Strategy) and we are supportive of its key directions. Our submission addresses the priority drugs and groups identified in the strategy and each of the priority areas identified.

This submission focuses on effective diversionary programs and alternatives to incarceration through service evaluation and research data, along with client case studies and service provider perspectives. As many of our justice services work with young people, this submission takes a particular focus on early intervention and diversion programs for young people.

This submission expresses concerns about proposed welfare changes that will make it more difficult for people to access payments and will also tighten compliance arrangements which could push people who are already struggling into further poverty. Further, the proposed legislation puts unwarranted pressure on people struggling with addiction by introducing drug testing trials and limiting mutual obligation exemptions, despite the lack of treatment availability and absence of evidence that such a punitive approach will assist people to recover or to gain employment.

This submission to the Senate Committee registers Mission Australia’s opposition to cutting the energy supplement to new income support recipients, as it risks driving people further into poverty at a time when energy costs are rising by up to 20 per cent.

We are concerned about both the people who may miss out on much needed mental health supports in the transition to the NDIS and recommend that adequate community-based mental health supports must remain in place outside of the NDIS structure to provide earlier intervention that improves the wellbeing of mental health consumers and reduces long-term costs to government.

Our submission opposes proposed legislative changes that would result in the most vulnerable Australians bearing the brunt of budget savings measures. This includes opposition to the proposals for a four week wait for young people to access unemployment payments; an increase in Newstart eligibility age to 25; the cessation of the Energy Supplement for new income support recipients; reductions in Family Tax Benefit payments to disadvantaged families; and restrictions to Government Paid Parental Leave.

Mission Australia submission to the Parliamentary Inquiry into freedom of speech

Our Youth Survey suggests that young people experience and witness racial discrimination at alarming levels and this has negative impacts on their wellbeing. In this context we do not believe that the Racial Discrimination Act imposes unreasonable restrictions upon freedom of speech, and do not think that ss.18C and 18D should be reformed.

Mission Australia recently made a submission to the Tasmanian Joint Select Committee Inquiry into Future Gaming Markets. We argued that gambling can be extremely harmful for individuals affected by gambling, and for their families, and advocated that Tasmania remove all pokies from hotels and clubs and continue counselling and other supports for people harmed by gambling.
