Making changes to your home

We want you to feel safe and comfortable in your home. This factsheet explains the difference between alterations and modifications, how to request them, and what happens if you move out.

We want you to feel safe and secure in your home. If you're thinking about making changes, it's important to understand the difference between alterations and modifications, and to talk to us before starting any work.

What are minor alterations?

Small changes you pay for, such as:

  • Hanging pictures
  • Securing furniture
  • Adding fly screens

These are usually removable when you move out.

Note: Depending on the type of work, you may be approved to complete minor alterations yourself.

What are major alterations?

Larger upgrades you pay for, such as:

  • Installing a pergola
  • Changing flooring or cabinetry

These are fixed changes and typically need to stay in place after you move out.

Important: Major alterations must be completed by a qualified contractor. In some cases, we may approve the work but require it to be removed before you leave.

What are modifications?

Changes that help you to live safely and independently, like:

  • Grab rails or handrails
  • Ramps
  • Lever-style door handles

Modification requests need to be in writing and recommended by an Occupational Therapist.

If you’re unsure whether your change is an alteration or a modification, just ask we’re here to help.

1. Talk to our Housing team first

Let us know what you’re planning. We’ll guide you through the process and help you understand what you need to do.

2. Put your request in writing

All requests must be made in writing. Depending on the type of change, you may need to include:

  • A simple drawing or photo of the change
  • A letter from your doctor or occupational therapist (for health-related modifications)
  • The name and contact details of the contractor who will do the work
  • The reason for the change

The more detail you give us, the quicker we can assess your request.

  • We’ll review your request and let you know the outcome.
  • We may ask for copies of the contractor’s licence and insurance as this helps ensure the work is safe and meets legal standards.

If your request is declined, we’ll explain why.

If you make changes without written approval:

  • You may be in breach of your lease agreement.
  • You may be required to reverse the changes and restore the property to its original condition at your own expense.

If you’ve made changes, you may need to return the property to its original condition—unless we’ve agreed otherwise.

Keep a copy of any approvals and talk to us before you move out to avoid extra costs.

If you’re unhappy with our service you can lodge a complaint. See our Appeals and Complaints Fact Sheet.
