Summary

Mission Australia’s Integrated Homelessness Supported Accommodation Program (IHSAP) is making a measurable difference in addressing homelessness among Aboriginal and Torres Strait Islander people in the Northern Territory.

The 2024 evaluation found the program is reaching a large proportion of Aboriginal and Torres Strait Islander people who were experiencing housing instability. Culturally appropriate, safe and integrated services were effective in supporting people to feel stable, which helped stabilise their mental health and overall wellbeing. Case studies showed better connections to housing, health, education and community support.

These results highlight the growing need for culturally safe and appropriate integrated housing and support models co-designed with communities. The evaluation also offers clear recommendations to strengthen policy, service integration, and on-the-ground practice.
